OSP has developed standard forms and templates to facilitate various processes involved with grants. This includes forms for the internal approval process, which is required before the submission of all grant applications. These forms and templates are provided here for your convenience. Sponsored Project Handbook
The Sponsored Projects Handbook describes the procedures and practices governing the procurement and administration of sponsored projects at the college. The Handbook is designed to be a resource and guide for all college personnel involved with sponsored projects. The Office of Sponsored Projects strives to keep the Handbook current with evolving practice, but in some cases it may be necessary to contact the Office for direction.
Proposal Development
The Office of Sponsored Projects (OSP) strives to provide high quality, consistent customer service, and meet internal and sponsor compliance standards. To achieve these objectives, OSP has established requirements for the internal review and submission of sponsored project proposals. Proposals $25,000 and over must be submitted for internal approval in Cayuse SP no later than ten (10) business days before the sponsor deadline. Proposals under $25,000 must be submitted for internal approval in Cayuse SP no later than five (5) business days before the sponsor deadline. Final application materials must be submitted to OSP for review no later than three (3) business days before the sponsor deadline. OSP will work with Principal Investigators to meet these deadlines. However, proposals that are not routed in Cayuse or submitted to OSP for final review by the timelines above will not be eligible for submission to the sponsor except under extraordinary, unplanned circumstances as determined by OSP.

Proposal Development Plan
Research Development Pilot
OSP will pilot a program to incentivize proposal creation by paying for the services of a grant writer or consultant to develop select proposals. This will allow OSP to support the development and submission of more proposals and encourage more scholarly and innovative work at the college through sponsored projects.
The PI and consultant must work with OSP to coordinate proposal development. OSP will continue to facilitate the overall proposal development process and timeline. We will also lead budget development, internal approval, compliance adherence, completion of the application, and submission. The grant writer will focus on the narrative and help keep the proposal on track.
OSP may make changes and solicit feedback from participants during the pilot to increase efficacy. We welcome suggestions from PIs and others in the college community to ensure it meets the stated outcomes.
Proposals must meet the criteria outlined in the Research Development Program document to qualify for the pilot.
Internal Approval Process
The college requires internal approval for all sponsored projects to ensure alignment of projects with college goals and to facilitate compliance with applicable regulations. The internal approval process occurs in the electronic grant administration system, Cayuse SP. Proposals are routed electronically to the applicable approvers.
- Proposals requesting less than $25,000 require approval by the PI, Director/Associate Dean, Dean/AVP and VP/Provost.
- Proposals requesting more than $25,000 require approval by the PI, Director/Associate Dean, Dean/AVP, VP/Provost and Executive Cabinet.
All proposals requesting new personnel require approval by HR. Proposals with unique space needs require approval by Facilities. Proposals requesting software, significant hardware or transmitting sensitive data outside of the college require approval by OIT.
