What is the NSF flag?

NSF stands for non-sufficient funds. Whenever a requisition is submitted in SLCCBuy or a pre-approval is submitted in Chrome River, Banner checks the budget of the Index provided to ensure that there is sufficient funds to cover the expense. For the first few months of the fiscal year, this flag is turned off. This allows budgets to be finalized in Banner. When the flag is off, Banner allows transactions to post regardless of fund availability. Once budgets are finalized, the flag is turned on. Once the NSF flag is on, Banner will reject transactions when there is not sufficient budget to cover the expense.

How do I transfer budget funds?

To request budgetary funds to be transferred, a Budget Transfer Request form must be submitted. These forms are available in Etrieve. Links can be found on the Budget Office website. Please note that it takes approximately 3-5 business days to process a budget transfer.

How do I setup a budget for a numeric index?

Departments are responsible for setting up a budget for numeric indexes. To setup a budget for a numeric index, complete the Request for Index/Budget Authorization form.

How do I check my budget in Banner?

In Banner, navigate to the FGIBAVL form. Enter the Index in the Index field and '70' in the Account field and click Go. This will display the budgets for 70000, Current Expense; 94000, Capital Expenditures; 90000, In-State Travel; and 90100, Out-of-State Travel. The Adjusted Budget column displays the current budget, the YTD Activity column displays the total amount of expenses posted, the Commitments column displays the current encumbrances, and the Available Balance displays the amount available.

Note: Student and non-employee travel utilizes the current expense budget, while employee travel utilizes the in-state and out-of-state travel budgets.

I have enough money in Index, but my requisition or pre-approval is still being returned. What do I need to do?

Check FGIBAVL in Banner to ensure that you have budget in the correct Account. Current, Capital, In-State, and Out-of-State budgets are separate budgets. The budget must be in the same account you are using on your requisition.

What do I do if my requisition is returned for Insufficient budget?

When a purchase requisition is submitted in SLCCBuy with a cost exceeding the available budget balance, the requisition will be returned to the user. The user will receive an e-mail that states:

"Item 1, Sequence 1: Insufficient budget for item 1, sequence 1, suspending transaction. Returned by banner"

After the budget availability problem is fixed (see the "How Do I Transfer Budget Funds?" section above), the returned requisition can be resubmitted.  To resubmit a returned requisition in SLCCBuy, click on the flag in the upper right and choose "My Returned Requisitions."  Click the View button next to the cart to be resubmitted.  This makes the returned cart your active cart. You may then click the Submit Requisition button in the top right.  Alternatively, you can click the "View Requisition" link in the received e-mail message. This will load the returned requisition. You can then click the "Activate Cart" button in the upper right corner of the requisition and then submit the requisition.

What do I do if my pre-approval is returned for Insufficient budget?

When a pre-approval is submitted in Chrome River with a cost exceeding the available budget balance, the pre-approval will be returned to the user. The user will receive an e-mail that states that the pre-approval has been returned. In the Notes section it will state "Insufficient funds for this budget."

After the budget availability problem is fixed (see the "How Do I Transfer Budget Funds?" section above), the returned pre-approval can be resubmitted.  To resubmit a returned pre-approval in Chrome River, click on the Returned link in the Pre-Approval section. Click the pre-approval report. Click on the Submit button in the upper right corner. Confirm submission by clicking the submit button again.

Note that Expense Reports, both Travel and P-Card, do not perform a budget check.

What about P-Card Transactions, IDBs, and Payroll Postings?

Be aware that the non-sufficient funds flag limitation does not apply to IDB transactions, P-Card Purchases and the bi-monthly payroll postings.  These entries will post regardless of the budget availability status.
